Storm Goretti: A Qualitative Investigation of Rural Emergency Preparedness, Response and Recovery

This report presents findings from a rapid study commissioned by the Social and Behavioural Sciences for Emergencies Group, convened by the Government Office for Science, to understand how rural residents prepared for, experienced and recovered from Storm Goretti in January 2026.

The project was conducted by researchers from the Government Office for Science, University College London (in collaboration with Behavioural Research UK (BR-UK)) and the University of Exeter (in collaboration with ACCESS).

The research focuses on the Parish of Mawnan in Cornwall, a rural location with an older-than-average population, limited access routes and known vulnerabilities relating to power, communications and physical isolation.
